Western Emulsions Promotes Joe Platt to General Manager
March 15, 2011 – Dana Point, CA -- Western Emulsions Inc., a regional supplier of sustainable asphalt solutions for road preservation and recycling, has promoted Joe D. Platt to the position of General Manager, announced President & CEO Bob Koleas.
In this expanded role, Mr. Platt is responsible for leading Western Emulsions’ operations, product development, and quality assurance teams in the Company’s asphalt emulsions manufacturing and terminal facilities. Mr. Platt provides experienced leadership, drawing on more than 25 years in the asphalt industry in operations, sales and marketing, technical development, and business management.

Mr. Platt has been a key member of Western Emulsions’ leadership team since joining the company in 2008. Previously, he held positions with Koch Asphalt Company and SemMaterials. A native of Washington State, he studied business at Eastern Washington University before moving to Southern California in 1987. He is a recognized expert in pavement preservation practices including chip and scrub seals, slurry seals, microsurfacing and cold in-place recycling (CIR).
Mr. Platt is a past board chairman of the California Chip Seal Association and an active member of Asphalt Sealcoat Manufactures Association, Asphalt Pavement Association, Maintenance Supervisors Association, Asphalt Emulsion Manufacturers Association and International Slurry Seal Association. An avid outdoorsman, his interests include hiking, backpacking, camping, fishing and hunting, as well as scuba diving, skiing, golf, and riding motorcycles. He and his wife reside in Riverside, Calif. and have two adult children.
