Bob McCrea, P.E.
Bob McCrea has worked in the emulsion industry specializing in resurfacing emulsions and chip seal designs since 1987. Mr. McCrea is a professional engineer who spent 17 years with the U.S. Forest Service responsible for highway design, facility design, road transportation system management and maintenance. He is a Member of A.S.C.E., is past president of the California Chip Seal Association and one of its Lifetime Achievement Award recipients. Mr. McCrea is a past Industry Co-Chair for the Fog and Rejuvenating Sub-Task group for the Caltrans-sponsored Pavement Preservation Task Group. Mr. McCrea is a graduate of California State Poly Technical University Pomona.
Serving Southern California, Kevin Donnelly brings significant local government experience to Western Emulsions customers from his former role as Transportation Division project manager for the Santa Barbara County Public Works Department. Mr. Donnelly developed his expertise in asset management and network level road system planning and funding through leading that county’s Pavement Management System and Annual Road Maintenance Annual Plan (RdMAP) since 2000. Prior to serving as project manager, Kevin held management positions supporting the county with complex research for its GIS system, pavement preservation and asset management, and developing presentations for its elected officials and other local, regional and state agencies.
Sean Pellersels is our Regional Sales Manager serving the Montana, Wyoming, North Dakota and South Dakota markets. Mr. Pellersels started his career in the asphalt industry nearly two decades ago as in marketing with Koch Materials. He has been a board member of the Wyoming Contractors’ Association-Associates Division and past president of the Montana Contractors’ Association-Associates Division. A Kansas native, Mr. Pellersels is a graduate of Kansas State University.
Tony Paez, PE, RLS
Serving the Arizona region for Western Emulsions, Mr. Paez previously served two stints as Director of Transportation for the City of Tucson, one from January 1997 until his retirement in July 2001 and the second from December 2011 to December 2012, where he developed the State of the Streets, secured $20M in street funding and spearheaded the initiative for a $100M maintenance bond with the assistance of Western Emulsions. Mr. Paez started with the City of Tucson in 1969; however, he was soon called to active duty in the U.S Army with the rank of 2ndLlieutenant. He served over four years, including in Vietnam, in active duty and an additional 16 years in the Army National Guard and Reserves, achieving the rank of Major. Previously, Mr. Paez served as Director of Transportation and Flood Control District for Pima County from August 1994 to January 1997.
Ralph Meeks P.E.
Ralph Meeks, P.E., has more than 25 years of experience in transportation engineering and pavement management. With 18 years at the New Mexico Department of Transportation, including two as District Two Engineer, Mr. Meeks led all aspects of business management, construction, maintenance and engineering for the state’s Southeastern region. He also spent seven years as the City Traffic Engineer for the City of Las Cruces, NM. Ralph earned his Bachelor’s in Civil Engineering from New Mexico State University in 1990.
Tracy Cumby is a 32-year veteran of the highway industry with the Texas Department of Transportation, and has 30 years experience in highway maintenance and preservation as a maintenance technician, maintenance supervisor and district maintenance administrator. For 12 years, Mr. Cumby was a member of the Technical Advisory Panel to Research Management Committee - 1, Pavements. He is also a 5 year member of the Board of Directors to the Texas Pavement Preservation Center and for 2 years was a member of the Texas Asphalt Paving Association sub-committee on seal coats. He earned a Bachelor of Arts Degree in Business from Wayland Baptist University in 1996.
Phillip Moss, P.E.
Phillip Moss serves the Texas pavement preservation market as Technical Marketing Manger. A registered Professional Engineer, Mr. Moss comes to Western Emulsions from Road Science’s sales organization. He earned his BS and MS in Civil engineering while playing football for the University of Texas at El Paso. His Masters dissertation on An Experimental Study for Asphalt Emulsion Treated Base was published and helped him earn a position with the Texas Department of Transportation in the Dallas District. While pursuing his advanced degree, Mr. Moss also worked for The Center for Transportation Infrastructure Systems.
Doug Olsen has joined Western Emulsions as Regional Sales Manager for Nevada, parts of Northern California and Oregon. Mr. Olsen has more than 25 years experience in the pavement maintenance field placing numerous products and technologies, including slurry, microsurfacing, chip seals, and other emulsion-based products. As a former General Manager for Intermountain Slurry Seal, and Regional Manager for Colas Solutions, Mr. Olsen has extensive experience from both a contracting and supplier perspective in markets throughout the western United States.
Del "Mo" Henman
Del "Mo" Henman has joined Western Emulsions as sales representative for the Montana, Wyoming, North and South Dakota Region. Mr. Henman retired from his position as Asst. Road and Bridge Director from the Yellowstone County Road and Bridge Department after 30 years of service. He was responsible for the maintenance and construction of 1500 miles of county roads, and personally worked with the processing of paved, R.A.P. millings and gravel road maintenance. Mr. Henman has lived in Laurel Mt. for entire life and is married to his high school sweetheart Mary. They have three adult children, and five grandchildren. Mo enjoys the outdoors along with hunting and fishing.
Serving Southern California and parts of Arizona and Nevada, Bill McMillan started his career in the asphalt emulsion industry in 1970 as a transport and distributor truck driver for Aptco and Schedule Maintenance Companies. In 1987, Mr. McMillan became Western Emulsions’ first distributor truck driver and since 1992 has been part of the company’s technical sales and field support division,. In the 21 years with the company, he has gained extensive knowledge and experience in the applications of asphalt emulsions.
Serving San Diego and Imperial Counties, Larry Liston has assisted Western Emulsions with technical sales and field support since 2004. Mr. Liston began working in road construction in 1960 as a member of the Operating Engineers union. During that time, he worked for most of the large construction companies in the San Diego area: at a rock plant, an asphalt plant, and on sealing & paving crews. In 1972, Mr. Liston worked in management at Hanson's San Diego plant in the emulsion plant later becoming emulsion plant manager and then sales manager for asphalt and rock products.
